Centrifuges force is greater at the equator, even then it depends on how everything is held together.
60 miles high? Never happen, You would need an area, at least 60 miles square, if you are lucky and can get away with an Angle of Repose of 45* ( which is very doubtful, and I have my math right ). I doubt that Canada would be willing to give up 60 sq miles, just to pile trash on it.
