from what i remember from last winter (AM sources -- MsM gave the usual bushCo spin: subversive/terrorist political act), the discount was from the state-owned oil driller in Venezuela, on proviso it was authentically passed on intact to Citgo-served low-income retail heating-oil customers. The rest of Citgo product line & customers was unaffected, & was/is approx. 2cpgUS above prevailing market average.
