Forgive me if I am somewhat sceptical about anything the established motor 
industry comes up with in this regard.

Allow me to suggest a few design guidelines to follow in any "transform the 
car" exercise:

1. Don't worry too much about unit-specific emissions or fuel consumption - 
within reason.

2. Design for the right uses (I've called them farming, firefighting, and fun), 
and appropriately to the consequent intensity of use. Don't try to adapt the 
car even better to the wrong uses, i.e. daily commuting and running urban 
errands.

3. Design for durability, which means fixability, which means tamperability.

4. Design for small-scale, low-volume, diversified, local manufacture, for 
stimulating the development of skills in communities, and for making the best 
use of the labour, imagination, and creativity of free people.
