Karl has informed me offline that this problem disappeared as
mysteriously as it came (ain't that typical of the web!), but if
anyone else has a problem with this file or anything else on the
TCRP and tclocal.org sites, please let me know.

Helpful tip: PDF is a pig of a format over the internet if you try
to view it through your web browser. Partly this is because of
the PDF browser plug-in (this is the gizmo that actually steps in
to show you the file if you just click on the URL) and partly, I
suspect, because of interactions between your browser and the
system that's serving the file out to you. Even when everything
goes well, you don't get the same functionality from the plug-in
that you do from the file if you just download it to your machine
and then open it up in the Acrobat viewer. Consequently, I hardly
ever read PDF files right in my browser; I download them first.

Here's how to do that using Mozilla Firefox (if you're using the
Virus from Redmond, aka Internet Explorer, you've got bigger
potential problems than viewing PDF files, but something like this
should work for you, too).

Let's say that you see the following URL in someone's message:

http://ibiblio.org/tcrp/pres/tcrp-intro.pdf

Do NOT click (or double-click) on it using your LEFT mouse
button. Instead:

1. RIGHT-click on the URL (using your right-hand mouse button).

2. Select "Save Link Target."

3. Navigate to some handy directory (folder) where you can find
    this file later.

4. Hit "Save."

5. Wait till the file has finished downloading. Depending on the
size of the file, this can take anywhere from a few seconds to
a long, long time, but however long it takes, you can do
something else while you're waiting. Downloading a file this
way should *never* time out, even over a slow dialup line.

6. Once the file has finished downloading, go to that directory
and (double-)click on the file. If you've got the Acrobat
reader installed, the thing should open up almost instantly,
and you'll get much better functionality, too.
