I love the model where one day a week, a series of downtown roads is cut off 
from car/truck traffic while pedestrians and bikers get use to it exclusively. 
Then they don't have to worry about the issues regarding bike lanes and traffic 
signals like with the speed differences between motorized and non-motorized 
travel.

So there's a solution, which requires little financial dependence that causes 
people to consider non-car travel.
