The City of Ithaca Department of Planning & Development wants to hear
from residents who are interested in serving on a diverse 15 - 20
member steering committee charged with overseeing the completion of a
new city Comprehensive Plan. The existing city-wide plan was
completed in 1971, and while portions of its broad objectives remain
relevant, the many changes that have occurred over the past 37 years
- highlighted by the complexity of present-day challenges, the pace
of technological transformations and the worldwide movement toward
alternative energy and sustainability -- call for a refocusing at the
local level to develop a new plan that will sustain and enhance
qualities valued by the Ithaca community.
The undertaking of a new comprehensive plan comes at Mayor Carolyn
Peterson's initiative. The comprehensive plan steering committee will
report periodically to the City of Ithaca Planning & Development
Board, which will be responsible for recommending a resulting
comprehensive plan for final adoption by the City of Ithaca Common
Council.
The city is currently proposing a two-stage planning process, the
first stage being the preparation of a Vision Statement, to be
undertaken with the assistance of a paid professional consultant.
Created within a context of a wide-ranging and thorough public
participation process, the Vision Statement would lay out principles
and policies within broad categories such as sustainability,
preservation, residential and commercial development, connectivity,
transportation modes, fiscal strength and environmental awareness.
The future stage two would involve the preparation of
geographically-based neighborhood plans and other distinct
thematically-based plans, also with extensive public outreach and
input.
While some community members have already been approached to
ascertain their interest in serving on this steering committee, its
membership has not yet been selected. This notice represents the
city's effort to broaden the pool of potential committee members to
reflect the diversity of Ithaca's population and to include pivotal
stakeholder interests such as sustainability and green building;
housing affordability and choice; neighborhood vitality; and
transportation, parking and circulation. Individuals who express
interest in the comprehensive planning process, but are not selected
for membership on the steering committee, may be asked to participate
in other public outreach processes related to the comprehensive plan
such as focus groups, interviews and public meetings.
