Yes, there are many homes that need to be replace.  And I do agree  that 
occasional rows of townhouses make sense.  But neighborhoods are most  
interesting 
when they are physically and culturally diverse.  That is a  point many 
forget in pursuit of efficiency.  And I don't think you were  going there.  It 
is 
just that public policy probably needs to be more  permissive of innovation 
than policy ever has been in the past.
