#43669: localcfg doesn't save currspc or currpos

thanks for the patch. I did not use, but it is nonetheless much appreciated.
made me look into localcfg only to realize what brain-hurting code it is. I
refactored lots of it today and fixed a few details. a new version of localcfg
is in the repo now. would you mind confirming it works good for you now?

Ticket details:
Using localcfg I created a custom country.sys.
If I run "localcfg mycntry.sys" it tells me "Currency example: 99,12EUR",
although I used /currspc:1 when I created mycntry.sys.
Running "localcfg mycntry.sys /currspc:1" again, prints "Currency example:
99,12 EUR", which is right.
But then a second "localcfg mycntry.sys" still prints "Currency example:
99,12EUR".
No space between value and currency can be confirmed using the INFOPLUS package
(page 9).
