As far as CGM to SVG conversion goes, I have had success with a 
program called Quick.SVG 2005.  It was able to convert better then 
95 percent of our in-house CGM's to SVG's with few errors. Plus we 
were able to have it apply some xslt's to the svg after the 
conversion.
