That is a side effect of this template:

        <xsl:template match="@* | node()">
                <xsl:copy>
                        <xsl:apply-templates select="@* | node()"/>
                </xsl:copy>
        </xsl:template>

You will have to change this if you don't want those extra xmlns
declarations in the output.  The problem is just the way you are doing
things.   If you change your no-prefix default namespace to be SVG as
opposed to "svg:", it might work. 

Not 100% sure though.
