It's certainly possible. use Scripting/SMIL, SVG widgets and XMLHttpRequests/getURL for network requests.
I guess, the complex part of such a search-engine is on the server, not on the client. Of course, developing the client is also a lot of work, but probably not as much as developing a search-engine.
