Try arc.getPointAtLength .. See an example at http://srufaculty.sru.edu/david.dailey/svg/curve.svg
It uses beziers instead of arcs, but it oughta be roughly the same stuff. This example only works in IE (sorry) -- I'm not sure if there is a deep reason for this or just my laziness.
