The (html or xml) parser generates a DOM (note that the svg elements will be put in the svg namespace), and the DOM is rendered by the svg renderer. Did you mean how much svg support is expected from your tool? In that case I'd say it depends on what it's supposed to do. E.g for a text-editor with syntax highlighting I'd expect it to recognize all svg elements and attributes.
