cpufreq(4): Fix missing MODULE_DEPEND on hwpstate_intel
DRIVER_MODULE does not actually define a MODULE_VERSION, which is required
to satisfy a MODULE_DEPENDency. Declare one explicitly in
hwpstate_intel(4).
