For PRs with patches that apply to code with a listed MAINTAINER, that maintainer should have to address the PR within 3 days or their own commits should get blocked until they do. Maintainers will then either handle PRs, or stop listing themselves as maintainers, which would open "their" code up to other committers to commit without maintainer review.
