I am don't use pf, I am just explore kernel for ame reasson (IPSEC
performance penalty) and see mostly IPSEC code ifdef to
#if defined(IPSEC) || defined(IPSEC_SUPPORT)
and only netpfil/pf/if_pfsync.c ifdef to
#if defined(IPSEC)
