Create the dhcpd PID file as '/var/run/dhcpd-unused.pid' rather than
turning '/dev/null' into a file. The 'start-stop-daemon' has the
responsibility of creating the PID file '/var/run/dhcpd.pid'. Bug 2146 fix.
