Now checking if the VPN 'local-ip' is present in any of the VPN
'ipsec-interfaces', and checking for match for these interfaces in 'interfaces
ethernet @ address', 'interfaces ethernet @ vif @ address', 'interfaces
ethernet @ vif @ vrrp virtual-address', 'interfaces ethernet @ vrrp
virtual-address', 'interfaces serial @ ppp vif @ address local-address',
'interfaces serial @ cisco-hdlc vif @ address local-address', and 'interfaces
serial @ frame-relay vif @ address local-address'. If clustering is enabled,
then checking if the VPN 'local-ip' matches 'cluster group @ service'. Bug
2276 fix.
