Added two more DHCP options:
- DHCP option 252 for Web Proxy Autodiscovery Protocol (WPAD)
- DHCP option for classless static route (includes options 121 and 249)
- added CLI commands for both and modified dhcpd-config.pl to write these
into dhcpd.config if set
