Enable tick-less (no hz)
This saves power by not interrupting unnecessarily, and improves performance
in virtualized environments.
Also, turn on cpu frequency support for one VIA flavor that seems to
have been overlooked.

Don't force gcc to inline
No need to force gcc inlining with version of compiler being used.
Gcc makes smarter decisions on this than programmers and it saves space.
Also, disable the __must_check and __deprecated stuff that is meant
for kernel developers looking for warnings.

Drop support for ancient IBM microchannel
The ancient MCA bus is not supported by any common distro's anymore,
and the drivers are unmaintained and unreliable.

Add new ipv4 link-detect configuration
New configuration value that causes link loss to clear FIB state
in the same way as admin down.
