Set metric in RIB for connected routes
Set metric in RIB to keep OSPF happy, but don't set the
metric in the kernel since the kernel portion of connected route
has metric=0.

Handle device renames correctly

If inactive device is renamed, just do it.
If active device is renamed, update RIB if needed.
