Fix Bug 3699 DHCP-server node 'authoritative' under 'subnet' should be
moved under 'shared-network-name'
- authoritative moved from being under 'shared-network-name <> subnet <>'
to under 'shared-network-name <>'
- increment dhcp-server configuration version for migration purpose
