- make temp files in /var/run rather than /etc so that they don't persist

Fix Bug 3318 ENHANCEMENT REQUEST: Option to NOT Accept DHCP MTU Offers
Below Specified Value
- use interface mtu set in CLI, if not then use the value received from
dhcp server
- set interface-mtu to default 1500 when nothing set in CLI on lease
release, if mtu set in CLI don't change mtu
