Remove old code for address insertion/deletion/validation
Interface addresses are now checked with other code.

Add duplicate address check on commit
Perl is no longer used for syntax checks, instead put duplicate address
check
into commit.

Add dhcpv6 options for all interfaces that support DHCP
DHCPv6 is not restricted to ethernet only anymore.
