Followup to 6a8e3b1a8114c09901b80ef374c436c503986b47 - reintroduce private buffers for packet marshalling (instead of reply_buffer) for functions that might be called during the creation of a packet. send_notification, ikev1_delete_out, send_v2_notification, ikev2_send_informational Not sure this is necessary in each case, but is safe.
