pluto: split 'struct hash_desc' off from 'struct prf_desc'
For IKE PRF algorithms implemented using the HMAC construction
(that is, all of them), point 'struct prf_desc.hasher' at the
hash object.
IKE PRF algorithms that use some other construct, such as
AES_CMAC, should not set .hasher.
