ikev2: fix ike rekey, commit 906e43e0e broke it.
calling fill_ike_initiator_spi() while rekeying IKE SA seems wrong.
The call overwrote ike, parent sa's, SPI incorrectly.
The rekey message would send with wrong SPI.
testcase to check ikev2-ike-rekey-01
This is a temp fix. For a better fix check how this commit affect ikev1
