    testing: try to hack around what looks like a memory leak in NSS 3.40 by 
forcing NSS 3.36.0-1.0.fc28.x86_64
    
    Pluto calls NSS to open the db, only to be killed by OOM.
    Suspect there's something "unique" about how the NSS DB
    is created in the testsuite (upgraded old version?).
    
    Running 'make kvm-purge kvm-install' should cause an automatic
    downgrade.
    
    Bad news is that tests like nss-cert-chain-04 fail because
    NSS's output changes.  Fortunately they are few.
