ikev2 sec-labels: store the negotiated sec_label in the instance
c->spd.this.sec_label
... and not child.st_{seen,acquired}_sec_label.
- fixes a bug where states with different labels shared the same
connection instance
- hacks around the IKE SA not having a template connection
