connections: replace CK_GOING_AWAY with POLICY_GOING_AWAY bit
It is used to signal to delete_state() that the callee is
in control of the connection, and hence should back off.
For instance, IKEv1's delete connection code uses this to stop
delete_state() trying to recursively delete the same connection.
Perhaps it should be called GO_AWAY.
