fips: update
drop USE_FIPSCHECK from Makefile
drop FIPSPRODUCTCHECK from Makefile
drop install-fipshmac target from Makefile
rename enum lsw_fips_mode to enum fips_mode
add #define FIPS_MODE_FLOOR and FIPS_MODE_ROOF
add fips_mode_names, use
replace LSW_FIPS_UNKNOWN with #define FIPS_MODE_UNSET
rename libreswan_fipsmode() to is_fips_mode() et.al.
