FYI,
Per discussion in the "always generating the man page" thread, I've changed
"make install" so that it will always build/install man pages.
Consequently, I've also changed swan-install - the script used to install
libreswan on the test VMs - so that it uses:
make install-programs
and avoids the cost of building man pages.
Please let me know of problems.
