As opposed to Jimbo, I actually confirm the behavior described by OP on my IE7.0.5730.11 on WinXP SP3. However, if I let the little music clip play through until its end, when it stops and resets, the skin comes back and the play button shows up.
But yeah, on refresh, it goes to a white/gray bubble with no button showing, and then the controls don't redisplay until the end of the song. Weird behavior. It doesn't appear to be loading any external skin file, so I think this must be some kind of internal issue the SWF is having.
