The problem occurs on 2.1.
It appears that it may be some kind of setting in IE that is
supressing the conditional compilation.

This is occuring on our live site and only for a couple of users.
Using the same page in a test environment I added an alert to the
createCSS function to output the value of ua.ie. It is returning false
on the machine that is experiencing the problem (being asked to update
Flash) and true on the machine that is not having the problem. On both
machines I am using IE7 to access the page.
