No, you don't really want to convert the .mp4 to .swf (although it is possible). What you want to do is to implement a flash based video player and LOAd your .mp4 into that. The swf wil;l have play controls etc that the user can use.
Have a look at some of the exisitng free flash video player components like flowplayer or jw media player.
