Few, if any, shared hosting providers allow usr access to the nuts and bolts of 
their
hosting platform for obvious reasons.  A VPS environment would be much easier 
to deal
with.  If they really need to use SWFTools, why not convince them to swap?

Try,

  ldd [your/path/to/]pdf2swf

at the command prompt, and you'll see all the library files that are linked to.
That's what you are up against.  SWFTools utilities was not designed as 
self-contained
programs.

You could try confiuring SWFTools in a seerate chroot, piling all the required
libraries under one roof so to speak, then specifying those individual file 
locations
in the configure line.  Might work.
