That might be a useful document to have, but I worry that we'll end up seeing 
the string feature proposals signed in triplicate, sent in, sent back, queried, 
lost, found, subjected to public inquiry, lost again, and finally buried in 
soft peat for three months and recycled as firelighters, all to end up in with 
basically the same proposals but with slightly different keywords. Not every 
decision needs that level of explicit, deep documentation. Some things you can 
think about, experiment with, discuss, and do.
