I made this mistake earlier, largely due to the wording on the web site: 
https://swift.org/package-manager/

"The Swift Package Manager is a tool for managing the distribution of Swift 
code. It’s integrated with the Swift build system to automate the process of 
downloading, compiling, and linking dependencies."

Might be worth mentioning near the top that it is not yet officially released.
