I didn't talk about this side of the problem. 
I just spoke about blocking web access from ISP customers to an external 
website.

If a client of yours abuse of one of the services you provide him, it can be 
legitimate to prevent him from using any of them.

When the resources sold are web space and email, spaming may be a reason to 
block web access too, not only smtp.
