I recall that a couple of years (3 or 4) I was able to order the "VPN" option 
(and had to change the APN afterwards) with sunrise and actually managed to get 
a public IP that way.

Just get one of those "cheap" (ahem) connections and run any kind of
tunnel/VPN over it.

AYIYA works like a charm in these kind of setups and nicely gives you a
public IPv6 prefix ;)
