This is hard to accomplish. There's something called "privacy" and
customers very much care about that. If you suddenly start monitoring
your customers' habits, they might not like that.
    

It's not about monitoring customers habits, but about acting on complaints
from the community at large. And yes, IMO portscanning, that goes beyond an
occasional incident are not legal, but an annoyance. There are _very_ few
legitimate reasons for portscanning machines other than your own.
