Suggest every SOHO running own mail servers out of dynamic address range to
configure the associated ISP SMTP server as a
nexthop/smarthost/relay/default-path as discussed here before. On a short to
medium term addresses listed on dynablock.easynet.nl (see
http://informatie.easynet.nl/error/errors.html#dynablock for an in-depth
information) should not be able to contact the outside world by SMTP, even
if no ISP likes this idea - because it will create to much unnecessary
helpdesk activities.

For the moment blocking of IP ranges as - for example - policy listed on
dynablock.easynet.nl - is one of the effective solutions to avoid being hit
by M$ systems running wild, and certain ubiquitous spammers not listed
(yet!) on the dynamically managed lists.

Hope your ISP has a reliable SMTP server for outgoing mails readily
available. And of course I don't like the idea the ISP are implementing
those lists for their customers incoming mails - control must remain under
the users or users organization.

This might be hard for us hardcore security people - but it's reasonable.
