imho such messages are useless. why? You can classify all network operators into three types:
1. those who don't have filters --> they are not interested in 2. those who have filters but do not update --> they are not interested in as they do not update 3. those who have filters and update regularly (daily, bi-daily, hourly) --> those do not care as they update their filters anyway Hence: who is interested in such messages?
