Yes, SWORD doesn't have anything to say about metadata formats that are supported - it is down to the package to define what formats are acceptable. Nonetheless, SWORDv2 servers are required to support dublin core embedded in atom entry documents, for deposit operations which entail the use of an entry document during deposit.
