The ISO images are one level above that location. 'latest' is the actual live working area for the latest files (contents of the CD) from which the ISO is built.
You've probably guessed what's happening: We have an index.html at the root of the CD, and when you use the http: transport to view that URL, it does what it naturally does when viewing URL's-- if an index.html file exists, then DISPLAY IT instead of the directory contents.
It does seem an unfortunate annoyance.
