clucene search is done per-document. With the way the indexing is set up, each document is a single verse. Thus, a proximity search is only within the document/single verse. I could be wrong about this, but I'm fairly positive that this is correct. I have looked at the lucene syntax quite a bit and I see no way to search across documents, that is, return two documents if the two together happen to satisfy a single search.
