My opinion to the second problem: allow highlighting only when other features are turned off. I don't see any other reasonable way to do it.
I forgot: my suggestion is based on using the plain text filter of the engine. It may make the text look different from normal display, but it would be easy to implement and would work similarly in all frontends.
