It is not in Xiphos, considering that Xiphos is not part of the chain of
action in question.

If there is a flaw in Windows' clipboard, I do not know that there is
anything we can do to address it.

The style of copy you're using (ctrl-c) is not part of Xiphos' code at
all (i.e. it is not part of how Xiphos interprets the keyboard), rather
being innate to Windows' keyboard model -- there is literally nothing we
can do that can affect how this is done.  Xiphos has merely put text in
a pane.  The manner by which Windows enables sweeping a text region and
then copying that region via ctrl-c is simply not up to us.
