It depends on what is enabled in Sword. In Sword 1.6.2, everything other than transliteration to Latin is disabled.
The reason for this is that the transliterator is naive, so it will happily transliterate XML (or other markup) tags, attributes, etc. as well as CDATA. To prevent that, we turned off non-Latin targets for transliteration.
The code is already in place to do X to Y transliteration for any pair of supported scripts. (Check utf8transliterator.h or .cpp for the list.) And, as implemented, it is smart enough to pick a sensible path in some cases (e.g. between Indic scripts or between Semitic scripts, it never transliterates through non-Indic/Semitc scripts), but as a fallback, it will go via Latin. So both Chinese to Cyrillic and Hebrew to Devanagari (or the reverse) would transliterate to Latin, then the target script.
