If one accepts that some people are at least sometimes blameworthy for the
wrongs they perform, there is an interesting question as to what factors
should mitigate blame or, if punishment is appropriate, reduce the degree of
punishment deserved. We might ask whether people are less blameworthy if
they are young, old, mentally ill or stressed? Or if they were brought up in
difficult formative circumstances or are impulsive. In this talk, I will
consider the question how we should decide which factors are mitigating.
